robotic building station. your sim has to, I think, reach the top level of robotic building.

Use the robot crafting station. Only Sims with gold badges in Robotics can build a Servo, and using the robot crafting station is the only way to build the Robotic badge.

Or you can cheat and use boolprop testingCheatsEnabled true. If you feel so inclined. ;)
