I'm having a problem completing a quest because my constable has got stuck and he needs to arrest someone for me to continue the quest. I've looked up instructions on how to enable testingcheats but I'm playing on Steam and the file I would need to edit is nowhere to be found. Does anyone know an answer for this? I've got a feeling I'm going to have to abandon this quest and start over and just hope it doesn't happen again.

If I remember rightly Hats' Steam installs to Program Files then a folder which is the same name as your Steam ID. Inside that should be another folder called steamapps and inside there should be another folder with your Steam or Windows User ID. Inside that are the individually installed game folders and you should have the following somewhere gamedata\share\nonepackaged\ini inside which is the Command.ini file.
