I've heard of Sim Blender and SimPE and a couple of other programs that I could use to change Sim names and family trees, but is there a program that will let me modify a Sim's genetics so that if s/he has the most disturbing combination of features present (e.g., pointed ears, sunken and/or large eyes, overly pointed nose, etc.) that Sim will not pass those features on to his/her offspring?
And if possible, would someone please explain to me a bit more about Sim Blender and SimPE? PM is fine for this part.

SimPE can be used to change Sim genetics. If you view a Sim in the Sim Browser and click the More button, one of the menu options will be Sim DNA. This will let you view and edit a Sim's genetics. However, for something such as facial features, that might be non-trivial.

Um, when you say "non-trivial" do you mean it's not worth considering or that it's more complicated and may require something more in-depth than looking at and tweaking their DNA?

A trivial change would be something like changing a Sim's genetic hair color, say, to make it match their actual hair color. That can be done by changing a single digit in one or two strings (one for dominant and one for recessive); and it's easy to know which one to change because it's the only one that isn't zero. It's just a matter of knowing which value goes with which color.
