Ok I have a half alien and i'm trying to him pregnant. i tried the normal way then i tried the "summon aliens" nothing is working. is it because he's 1/2 alien himself?

I /think/ it's because the NPC Pollination Technician is considered one of his parents.

If he himself was a child of an abduction then he can't have children because the game gives all abducted babies the same father. I believe I have seen a mod, however, that provided multiple pollination technicians. Try hunting around.
Another alternative is to use the boolprop cheat or other hack which allows you to get any sim pregnant by any other, including NPCs.

i would like to suggest that you use boolprop because sometimes theres a problem with abduction or
what so ever so try using boolprop testingcheatsenabled true
