I feel like the answer is no based on the net framework and the exe file, but is there a mac version of the tsr workshop that we can use, or just windows based. Thanks!

TSR Workshop works only on Windows. You can use a virtual installation of Windows in order to run TSR Workshop on the Mac too with applications such as Parallel's Desktop.
