Switching household problems and general bugs!

I believe these problems are to do with the recent patches and upgrades (grr) but I've learnt my lesson and will regularly back up - I uninstalled the base game and manually installed the patches so I'm up to date but I still have the same problems.

On both of the neighbourhoods in my current game I cannot change active households, I choose the household and select it and instead of loading I just get a static image of my neighbourhood like on edit town but without the controls which I can move around by right clicking and moving. I can't quit by selecting the option on the interface because it is gone but if I try to close the window the save/don't save dialog box appears. I also am completely unable to move sims into houses, I click the blue icons as I usually would but nothing happens.

I tried removing my mods and downloads folders and disabling custom content after I reinstalled and moved my old game folder back in but I still have the same problems. I also tried removing my saved neighbourhoods as well as CC and mods, leaving the rest of my old folders, but even in the clean sunset valley I have similar problems with certain families, and problems even loading some families for the first time where the game just sticks at the loading screen and has to be ended in task manager.

If I remove the sims 3 folder in Documents and the game generates all new folders, the game works fine. Could it be another folder that causes these problems?

I've downloaded the Porter mod as I think I'm going to start fresh if this game is just corrupted but I want to take some of my families with me but as I'd have to regenerate a new game completely I don't know how that would work

I had a similar problem over a year ago, but way before the recent patches and upgrades. I cannot remember what the problem was, but it was probably from a severely corrupt town.

If the game works fine when you removed the whole sims 3 folder, then I would say that you either have some out of date mods or corrupt towns. The fact that you still have problems with a fresh town, and also when you removed all your mods, makes me think that you will probably have to start completely fresh. By that I mean removing the sims 3 folder again, playing for a while, and then gradually re-installing your cc and mods into this new game. Unfortunately, this will mean you will lose your families. I suppose you could export some of them in the old game first (as though you were going to upload them onto TSR), and then import them into a new game. But I would think twice about this, because they may carry some of the problems with them.
