Grandma, I don't have a lot of babies/toddlers in my game... the most obvious reason for this is because there's really not much you can do with babies/toddlers in Sims 3, unlike Sims 2 where there was a lot of interaction with them. When I get newborns/babies in the house, they get to live like 2 days max. Enough time for everyone to come over and ooh and ahh over them and take pics. Then I age them up to toddlers.
Once I've aged them up to toddler, I turn on TCE and either choose to make needs static or just move their bars up as needed. The reason for this - I like to power teach walking, talking and potty training all at once. If you really wanted to, you can do it for each toddler in 2 days with needs static. I get potty training out of the way first, then walking, then talking. After they learn talking, I buy all the toddler books at the bookstore and throw them on the floor for them to read. Toddlers that do this learn things faster as they grow up. Then I get them on the toys - music and logic and activity table. Once they've done that and you get the message that they've learned all they can from that toy, age them up to child and turn off TCE. You can do all this in about 7 - 8 sim days. Then you have a child and they can take care of themselves
