Vertex weight adjusment?

Dear fellow artists,
I wonder how can we adjust the vertex weight on assigned joint like the picture below :

You select a vertex and visit the joint tab, there you can give the vertex diffrent boneweights( 3 or 4 joints per vertex)
Another great bonetool is included in Wes H his Unimesh plugin for sims 2(MTS2)
It does however has bugs when on Windows 7.

Well, I'm using Windows 7 and this mesh is for TS3, does Wes H bonetool works for TS 3 too?

yes it does.
I am on Windows 7 too(home) but the tool crashes MS random....while others have no probs.
The bonetool that comes with MS works fine but takes more time.

import a necklace from the game(if you have one)
Select a vertex arround the area you want to edit your own, then go to the joint tab
choose ''show'' and in the boxes you see the boneweighting(should be something like95% spine2 and 5 % clavicle(right or left)

When assigning your own necklace you select a vertex and visit the joint tab.
Fill in the correct joints from the drop down menu and fill in the percentage, then click assign.

I do not know any tutorial...
