I've noticed my sim child will work out with the tv but there is no skill bar above his head. Can children learn/gain the athletic skill by working out? If not, what's the point of them bouncing around in front of the telly?
Interestingly I have found that children can fulfill their LTW as children. I have a child that got the want of Zoologist I took it and sent him out looking for critters. Any that he finds counts toward his ltw. Sweet! He can fulfill this before becoming a teen.

I think it gives them a head start in the skill and they either start out with an athletic skill point or two when they transition to a teen or they are able to gain athletic skill points faster as they grow.
