I think I see which lot the OP is referring to. It is near the bottom of the photo, just to the left of center. It looks like it has white around it, but chunks of the white are missing.

Where did you get that lot from? if you could give us a link, that would be great. That way we can take a look to see if the problem rests with the lot itself or with something on your end.

No, its not that. It's the center black building. In the middle of the black building, there is a white box thing. That thing is a hole in the LOD mesh. I can see through it. The lot is Legend of Modern Apartment 3. The "hole" only appears when bringing to map view, which bugs the crap out of me.

Okie dokie. Sorry about that. :o

I just downloaded that lot. Give me a bit to test it in my game to see if I get the same problem.

Well...I don't know if this is good news or bad news, but I am not getting this problem with that lot. It looks alright in my game. In your screenshot, it looks like you have your in-game graphics set at a higher level but I still need to ask anyway -- what are your in-game graphics settings? What are the system specs for your computer? If you could please post a DxDiag that would be great. Instructions for that can be found here.

The map name is called "Setra", it's a custom world. My video settings are medium to high

Could it be because it is a custom world? Try starting an EA neighbourhood up and install the lot, see what happens then. You also talking about a med to high graphic setting. Perhaps one of the settings are to low for the building.
