Have been trying all day to submit my lot and it keeps saying the server has been reset. Have read and followed the directions and have tried uploading to file storage and get the same message. Does anyone know if there's a problem or know what I am probably doing wrong LOL?

I ran your question by the staff, but this may be something that the site techs have to look at. If you would send a support ticket, they'll be back with you ASAP.

I also am having problems submitting my Sims 3 lot, although I have had no problem in the past. After I upload my lot and fill in all of the information, I then hit the update button and receive this message: Zend_Db_Statement_Exception SQLSTATE[23000]: Integrity constraint violation: 1062 Duplicate entry '1162017-0' for key 'PRIMARY'. Please help. Thanks, luckykay

Luckykay...When we see that error, it is usually due to what you have entered in the Recommended Items box. That box is just for the TSR ID numbers of other items you want to link to. There should be no letters or words at all in that box. For example, if you have some other creations here at TSR that you want others to know about, you can enter their TSR ID numbers in that box, and on the detail page for your creation, it will give links to those items under
Recommended Download(s):

Note that those downloads are not required for the creation to work!

When entering the ID numbers in that box, they should be separated by just a comma with no spaces between the comma and the next set of numbers. To show you can example from my creations, on this girl's dress I made, there are 2 recommended items for other children's clothing creation I have uploaded. In the Recommended Items box, those ID numbers look like this...
