is there any Toe-nails already made? And if, please, where can I found it? It must work for Male
and Female. And must be under Socks to work right.

It sounds like you're looking for a custom skin with toenails already painted onto the skin itself. We don't have any custom skintones here, but there are a LOT of them available on the web. My Sims 3 Blog would be a good place to start looking.
