Hi, I hate the default skins by EA. I like some I see on websites but they are .package...and I am not allowed to download the tool to open .package files. Are there any sims3pack skins? Thanks.

Sorry, but skintones will only come in package format. I do believe that is because the game launcher is not able to read skintones even if they were to be converted to Sims3pack form.
As for package files...You do not open them, so I am not sure what program you are referring to nor why you would not be allowed to download it. This article tells you how to install package files into your game and even provides you with a zip file you can download to make it easy for you to do.

Yes I mean I am not allowed to download things like that...my parents don't want me to. I'll stick to EA skin, then...
