Extreme Difficulty With .Package Files

Hi! I'm new to using CC. I figured out how to install other types of mods easily, but I can't figure out how to install .Package files. I've been trying for days now, following every step as closely as possible, but the .Package files still won't work! I just wanted to install a couple of custom skins but nooooooo. I finally came here to ask some questions after literally crying out of frustration

1. Does Windows 10 effect the proper installation of .Package files?

2. On one of the (many) tutorials I read, they said for digital copies to copy the CC files in: C:\Program Files (x86)\Origin Games\The Sims 3, but then went on to say to go to Documents\Electronic Arts\The Sims 3 to install the CC files. They also said to go into documents, not program files, but then they said to go into program files. Could someone clear this up for me? I'm so confused. 

3. Does having a digital copy of TS3 effect the proper installation of .Package files?

4. Most of the .Package files I downloaded are from creators located in Asia. Do .Package files have region codes? If so, is there any way to get around them? 

1. I have a Mods folder. Inside of it, I have an Overrides folder, with a Packages folder placed directly underneath it, with the Resource file placed directly underneath it. 

2. I got the Resource file from a legitimate source (simswiki.info) 

3. I extracted all of my .Package files (with WinRAR) into the Packages folder. 

4. I just updated the game yesterday. I have the newest patch, as I tried to update again just in case, but there were no more updates.

What's going on? Is something wrong with my computer, my game? Do I have the wrong region code, OS, copy of TS3? Were those tutorials unhelpful? Or am I just stupid? If all else fails, should I try using a different Sims game? TS2, from what I've heard, is much easier to mod.

The Sims3Packs files (the file look like is game icon) go to Documents/Electronic Arts/The Sims 3/Downloads folder, and install with the launcher.

The Package files (the file look like is one piece paper) go to Documents/Eletronic Arts/The Sims 3/Mods/Packages folder, do not try install them, only put to the folder!

The zip, rar or 7z fies need to extract. These files contains inside the Packages or Sims3Pack items.

In my mind the best way to download the FrameworkSetup and extract to the Documents/Eletronic Arts/The Sims 3 folder, because in this way I get a complete Mods folder. Download Framework here: (click to the light blue 'Download' title) http://simswiki.info...Setup_and_Files

But first step I recommend for you to create one new The Sims 3 folder, it is easy, just rename your Documents/Eletronic Arts/The Sims 3 folder (for egsample: 'old The Sims 3') and start your game, the game will create a complete new The Sims 3 folder for you. This is the 'vanilla' game. Now you can start to extract the Framework to this new The Sims 3 folder.
