How do you add or make an object glow?

I am looking for how to make objects glow or add "luminescence" .

 

Are there any mods or tutorials for doing this?

Unfortunately there are not any tutorials. There are no mods to do it, either, because this is done on a per-object level with the use of a special shader called FullBright - called so because it maintains full brightness at all times, thus appearing to glow. As a shader, it's added to an entire mesh group, so whatever you want to glow needs to be in it's own group.

 

Under the Mesh tab, find the group you want to glow, and find the "Default Material" entry. Click on it, then click on the "..." button that appears. In the window that appears, there is a drop down menu towards the top left that lists all of the shader types, from which you can choose Full Bright. (Workshop then asks if you want to set the default shader values, to which it is very important that you say "No")

 

You'll first have to clone something else that has the effect you want, because you'll have to copy it's shader settings, one value at a time - while deleting the excess values, until you've made the shader match. There are a lot of EA items (neon signs, for example) that use full bright from which you can copy. For example, I have a couple items that are actually recolorable with Create-A-Style in game and are also glowing, like this that you can copy from  :)
