World Editor Lots

This has been driving me nuts ever since it was introduced in "Ambitions", but why do these "World Editor" lots not fit alongside of the streets or sidewalks?
I am trying to rebuild Sunset Valley by taking the one large lot with the grocery/movie and bookstore and make three separate lots of 30X20 - adding the grocery on it's original corner, and the movie theater in the center (which does fit) and then on the other corner the salon/tatoo from the game library on the other corner where the book store used to be. I have the book store/spa on the Spleen Hospital site and moved the hospital with research lab on the Goth lot so I don't need the extra book store and the salon/tatoo fits nicely on the corner, but neither the salon/tatoo or the grocery world editor lot will go against the sidewalk so I have this big dorky grass in between. Is there a cheat or at least a cheat where I can add tiles to the dorky grass space so it all looks paved? I'm ready to give up on Sunset Valley as it's becoming too much work to move everything around. All I want are world editor lots that fit tight against the sidewalk or road.
Another thing, I started playing "Showtime" and there is on venue that's a shoe factory. Does anyone know why this is there?

if you hold the Alt button while you turn/rotate the empty lot with your mouse, it will allow you to line it up against the road. You may have to fiddle with it to get it just right, but it does work.

cement shoe factory ..... criminals ..... this should show in the hood view and if you click on it you will see what it is
