Ok so I know about the ghost music as well as the bugler music but this is neither.

I've heard it 2 times now and it is confusing me! It is a soft crescendo sounding music. Kind of sounds like a flute anyone know why it happens?

nope that's definitely not it... I definitely know what the LTW and regular wish achievement is and this isn't it. Only times I heard it so far is at night and as far as I can tell it has nothing to do with my sims.

I think I heard the same music the other day when I was playing. I thought it was a burgler as well, but I panned out and looked, but didn't see anyone. It was night as well. I'm with you...it has me stumped!

I've had it a couple of times too and couldn't figure it out, just figured it can't be anything bad if i can't figure it out lol.

it might be for something that is planned in the future eps,for e.g. i've noticed that sims sneeze like they have a cold, but nothing happens but later in future eps they might get colds and have to rest, just a thought...
